The ayuntamiento could fine Shakira for dancing in a fountain (read article in Castilian here, La Vanguardia). The Colombian singer was filming her new video in the city and was encouraged to dance with her fans at the Pla de Palau fountain. She was also filmed riding a Harley Davidson motorbike without a helmet. A video clip of the singer dancing in the fountain was put up on Youtube which alerted the authorities. The behaviour of the singer will not be looked on favourable by the council as she did not ask permission to film. They are now evaluating whether or not to impose sanctions. The council regretted that the Colombian singer "does not lead by example" as she is "a public person" and said "We will analyse the images to detect any violations that were committed during the recording."
The ayuntamiento have recorded 128 complaints about seagulls this year (read article in Castilian here, El Periodico). According to the Agencia de Salud Pública de Barcelona (ASPB) the number of complaints has risen 10 percent per annum since 2006. The agency, which is in charge of controlling pests and urban wildlife, reported that more incidents occur during the breeding season, between the months of April and July and during this period the birds become more aggressive if they fear someone is approaching their nests. So they sometimes display intimidating flights were they may bite. However the council insist that they are not dangerous. Most of the complaints are about the presence of nests in buildings. The birds' habits are changing, from living near the sea and living on fish, they are now more attracted to the city, where they nest on rooftops and high up locations. In the city they can feed relatively easily on human waste and pigeons.
Police and municipalities outside of Barcelona report a rise in abandoned Bicing bikes (read article in Castilian here, El Periodico). Police in metropolitan councils report the abandoning of Bicing bikes is a continuing problem in the outskirts of the city. The local police in L'Hospitalet, find at least 50 bikes abandoned every month, while Santa Coloma claims they find 60 on a monthly basis. The town that has the most cases of stolen bikes is Sant Adrìa, in the district of la Mina, where local police estimate that each month they recover at least 200 bikes. Many are stolen at the Fòrum Bicing stations. To improve the system Bicing owners Clear Channel say they have invested around €300,00 in security, however since the month of April they have received 3735 complaints about fraudulent use. According to a Bicing mechanic, "For months there was so much vandalism and the bikes would arrive in very bad conditions." Last year, the ayuntamiento said that over half of the 6000 bikes had been stolen at one point but almost all of the had been recovered. Many of the thefts are committed by people living in the neighbouring municipalities who ride the bikes there and leave them.
